What Underlayment Does
Roofing underlayment is the waterproof sheet laid over the roof deck and under the shingles. It is the second line of defense against water — protecting the deck if a shingle blows off, sealing around nail penetrations, and shedding water during the days the deck is exposed before shingling. IRC R905.2.7 mandates it under all asphalt shingle roofs and sets the layer count and lap by pitch.
The Single-vs-Double Layer Rule
IRC R905.2.7 layer requirements for asphalt shingles:
- Pitch ≥ 4:12 → single layer of No. 15 asphalt felt
- Pitch 2:12 to <4:12 → double layer, bottom sheet lapped 19" horizontally, top sheet lapped 4"

Worked Example
Scenario: A 1,500 sq ft roof at 4:12 pitch uses No. 15 asphalt felt. Find the roll count.
- Pitch 4:12 ≥ 4:12 → single layer
- Material = No. 15 felt → coverage = 400 sq ft / roll
- Rolls = ceil(1,500 × 1 / 400) = ceil(3.75) = 4 rolls
- Coverage provided = 4 × 4 = 16 squares (vs 15 needed — slight surplus)
If the same roof were 3:12, the double-layer rule would kick in: rolls = ceil(1,500 × 2 / 400) = ceil(7.5) = 8 rolls.
Ice-dam membrane: a 100-lf eave in a cold climate needs a 24" strip of self-adhering membrane at the eave (IRC R905.2.7.1 / R905.2.7.2). Strip area = 100 lf × 2 ft = 200 sq ft = 1 roll of self-adhering.
Practical Tips
- Synthetic underlayment is worth the upcharge. It costs 2× felt but covers 2.5× the area per roll, resists tearing under foot traffic, and holds up for 6+ months of UV exposure if the shingles get delayed. Felt degrades in weeks if left exposed.
- Ice-dam membrane is mandatory in cold climates. IRC R905.2.7.1 requires 24" of self-adhering membrane inside the warm wall at eaves where the January average is ≤ 30°F. In heavy ice-dam zones, extend it 36" or to 24" inside the exterior wall.
- Valleys get a membrane strip too. Best practice (and certain jurisdictions' code) requires 36" of self-adhering membrane down every valley before the metal or woven valley goes on. Add 1 roll per ~67 lf of valley.
- Don't mix felt and synthetic on one roof. Felt breathes; synthetic is more vapor-tight. Stacking them can trap condensation and rot the deck. Pick one and use it throughout.
- High-wind zones want self-adhering on the whole deck. IRC R905.2.7.1 (and most Florida / coastal code amendments) require fully self-adhered underlayment at Exposure D / Ultimate Design Wind ≥ 110 mph. The cost is significant (10× felt) but it survives if the shingles blow off.
